Tax proposals

THE Treasury minister remains confident that the Policy Councils zero-10 tax proposals meet its core objectives. Speaking at the Chamber of Commerce lunch yesterday, it was Lyndon Trotts third formal address to members since public consultation on the future taxation strategy got under way more than 15 months ago.
He said it had been a real marathon but heralded the consultation a success and said the revised strategy, announced in March, was extremely competitive and encouraged growth. We have to ask ourselves if we meet the final objective of whether it feels right. It does to me and I hope it does to you.
With the exception of Social Security minister Mary Lowe, he said, the Policy Council unanimously felt that the package would ensure a strong and competitive economy.
The basic rate of tax on company profits would be 0% from January 2008, with specific banking activities taxed at 10% and the regulated utilities, such as Guernsey Post, at 20%.

Caribou burglar sentenced to 5 years in prison

BANGOR - A Connecticut man who stole guns, jewelry and checks from two Aroostook County homes, then escaped police custody and fled the state was sentenced Tuesday in Penobscot County Superior Court to five years in state prison. Robert H. Smith, 27, of Caribou and Southington, Conn., was ordered to serve that sentence concurrently with the 12-year federal sentence imposed last week in U.S. District Court for being a felon in possession of firearms and forging and cashing a stolen check in Presque Isle. He was prevented from possessing guns because he was convicted in 1996 in Connecticut of seven felonies. Smith's sentencing on the state charges was held in Bangor because Superior Court Justice Allen Hunter is sitting this month in Penobscot County Superior Court. The judge's office is in the Aroostook County Courthouse in Caribou.

Big Isle police halt alleged plot to slay officers

Big Island police are investigating an alleged plot to kill two Hilo officers assigned to the Ice Task Force and their families.

Detectives learned of the plans and intervened before they were carried out, police said.

Police arrested a 37-year-old Hilo man for allegedly threatening to harm the officers.

Francis O. Carter, also known as "Adobo," of Hilo was arrested on two counts of suspicion of first-degree terroristic threatening. He was recently released from the Hawaii Community Correctional Center after posting a $100,000 bond.

Carter was in custody for drug offenses being investigated by the Ice Task Force, police said.

Police said the early intervention prevented any overt acts from being committed, so police have not sought attempted-murder charges.
